Cecil Banister

History:
Cecil was born the only child of a couple who could easily have been friends of the Dursleys. They desired to be absolutely perfect, and absolutely normal. So when Mrs. Banister became pregnant with a baby boy they could not have been more pleased. Cecil Banister was born perfectly healthy and by all appearances perfectly normal child. For the first few years of his life he and his family lived in perfect harmony. By the time he was five years old the family became aware that rather unusual things seemed to happen around Cecil when he was particularly happy or upset. A magical family would not have been surprised if their child threw a temper tantrum and caused their great grandmother’s prized vase to shatter from across the room. But the Banister’s were simply bewildered, and decided the best course of action was to utterly ignore what had happened.
So Cecil grew to the age of eleven with little outbursts of oddities. But his parents tried to ignore them, and they did so with a fair amount of success. That is until his eleventh birthday. That was the day that he received a letter from Hogwarts informing him that he was a wizard and had been accepted into the most prestigious magical school in England. Okay…so maybe his parents were able to ignore this as well. They played it off as a bad joke. That was of course until these strange people began showing up at their house. Urging them that it was necessary that they send their boy to this school so that he could learn to control his “gift.” Cecil being a young boy of eleven was rather excited at the prospect of being a wizard. He began to attempt in earnest to make little bits of magic happen, and his parents were not pleased.
They made a decision. They faked their son’s death. It was the only way they could get those terrifying people from that school, and worse yet those ministry representatives that came after they had turned out the ones from the school. They had threatened to take Cecil away by force if necessary. No, the only thing more intolerable than having a son who was a wizard would be to have him taken away from them like they were incapable parents. So they removed him from their house and hid him away in an apartment they rented under a false name. Then they faked a break-in at their home. From that moment on Cecil Banister was an abducted child presumed dead.
The Banisters moved out of the neighborhood they had lived in, across the country to a new neighborhood. It was quite similar to their old one with the added bonus that no one knew them. They snuck Cecil into the house at night and locked him in his new bedroom. They would be normal. They would look normal. So they never let him out of his room. For all intents and purposes Cecil Banister was dead, and they had a rather large creature they kept locked in the upstairs bedroom at the end of the hall.
Cecil had nearly no human contact from that point on, and lost all the social skills that he had learned in the first eleven years of his life. His only friend was a pet caged rat. The two had an awful lot in common. He lived this way for 15 years. But there was a reason that the ministry representatives threatened to take Cecil from his parents if they refused to consent to give him magical training, because uncontrolled magic can manifest itself in dangerous ways. At the age of 25 Cecil had an outburst. At eleven it would have been termed a temper tantrum. At eleven his young powers were still weak and he had a lifetime of love to check his actions. But this was not so at 25. The explosion that his magical outburst caused blew a hole in the side of the house. It instantly killed Mr. Banister and put Mrs. Banister in a coma.
The Ministry of Magic arrived before the muggle police drawn by the large concentrations of magic in a muggle neighborhood. It was not long before they discovered the deception and realized their mistake. Cecil was taken away to St. Mungo’s and held in the psychiatric ward. But they didn’t know what to do with him, anymore than his parents had. It was clear he could not be allowed to return to the muggle world unchecked. He could easily have another outburst and kill more people. It was far too late for him to learn to learn magic properly and his diminished social skills made difficult to communicate with him at all, let alone teach him how to control his abilities.
After several months in St. Mungo’s they released him into the magical world. But forgotten by society, and with nowhere to go he ended up wandering around magical London alone, in essence a wizarding tramp.
Personality:
He’s a bit of a creepy creepster. (A bit being an understatement.) But honestly if your parents faked your death and locked you in your room for about fifteen years you’d be a little unhinged too. His long imprisonment has left him nearly incapable of communicating with other people.
Cecil is slowly becoming used to his new life, learning about life in the magical world and his place in it.
