Ok start with the basics:
-Two toury types: a promoted units and an unpromoted units one.
-Each and every person gets the same number of lvls to 'spend' on their units
so you can have 50 lvl 1s or 5 lvl 10s (so 1 lvl to 'buy' a unit).
-Random selection as too: who you vs, if whos the attacker and whos defender, what map you play and how you win.
-Chars don't lvl up
That about covers the basics.
We have PvP(arena) rank boards, debate touries, spam-ruler campaigns and art contests, so why not fill in a spot thats not covered.
I expect people to have problems with this so please try to keep the criticizim constructive.

It might be a horribly wild guess, but I'll just assume that he means "tourney".
What is this for, anyway? The RP? Or something else? It's not that it's complicated... It just looks like it doesn't make sense, and it wasn't even well thought out even in this stage.

Ok, i'll go through to try to make it clearer.
8 people sign-up for a tour(ne)y.
Each player gets a preselected number of levels to 'spend' and starting units.
For example if Toury AB you get 15 level-ups and 5 starting units, you can spend level-ups so that you have:
5 -level 4- units, -so spend all the level-ups on improving the basic units-
20 -level 1- units or -spend all the level-ups on getting more units-
10 -level 2- units. -a mix of the above-
Then by the toury supervisor people are matched-up, a map is randomly selected for each match-up, a goal is selected depending on the map and players(Rout, Survive, etc.).

Seeing as my friend here (Wasabi) has HORRIBLE grammer skills (:)) I will try and make his message come out alot clearer... consider me his "translator" seeing as I am quite fluent in the art of "Lazy Grammer".
You know when on some forums, people want to make those tournaments where you get a really high leveled character and then a couple of generics and see who is the better tactician, well he is trying to make a much more complicated version of that :)
Here is how, to my understanding, it works:
Two players are fighting eachother, Player A and Player B.
Now Player A likes to swarm over his opponents so he uses his 50 levels to make 50 units (Level 1). Player B likes to have strength on his own so he makes 5 units (Level 10).
Now they would have a map made and just like how they would do it in the RP they would battle eachother until only 1 person has Units left... or unless some other key event is met like having your leader killed or having atleast 10 more troops then the others has etc.
I forget the name for these but on the old Nintendo NSider forum they had a whole bunch of these going around... a Character Tourney is what I think they were called... you would use a single character from the Video Game series and use 2 other generic troops (Generic means same or equal units... meaning weak ones).
I hope this got the point across... also Wasabi you had better hurry up with your Side Quest... CannonFire already got his up... and I DIDN'T MAKE THE MAP THIS TIME <_< >_>
