hey. I'm working on my character form and I just wanted to know if I could set my character to be a Spectre or does someone have to accept me as one first?

We don't have many Spectre agents running around at the moment so it should be fine, not need to ask. We'll probably impose a limit if things get out of hand.. Just keep in mind that while Spectres have a great deal of autonomy, there are still factions which may not work with them.
