STO, or Strategic Tactics Organization, is a top-secret group of former soldiers, mercenaries, and spies, all working together as one to form a police unit. They are the most heavily funded organization in the history of the Alliance, and prefer the use of weaker weapons and items in exchange for stealth and concealment.

Being an illegal organization because of the implementation of the Spectres, they work completely in secret, only known by some of the Alliance hierarchy, some Spectres (ironically), and the members themselves. Public records do have reports of them, and although largely ignored, operations where they have been suspected have labeled them ghosts. Although they are largely considered a myth, or a stretched reality, many fanatics prefer to call them Ghosts, because of their amazing stealth abilities.

The Ghosts themselves only consist of 30 members, all in the exclusive club because of their specific abilities.

Were the first Special Forces on the scene in the Blitz
Supplied key data in the attack on Eden Prime
Assassinated Alliance Dictator Roman Politskov (Rumored)
Helped open up the path to the power control tower in the battle of Judecca
Battled in the Migrant Fleet Conflict

After being exposed rather widely because of the rash actions of Richard Crawford, the Citadel section of STO was eventually hunted down and killed by the Terra Firma Party and some C-Sec Squadrons--the death of the particular part of the organization brought to an end a total of:

Body count of 9,203

Assassination count of 194*

Six different leaders over the years (Melissa Bonaparte, Michelle Hamilton, Austin Bonaparte, Samuel Wallace, Juan San Enito de Miguel, and Daniel Phillips).

Two casualties before the final battle.

Battle count of 39.

Despite the destruction of the Citadel controlled area of STO, the organization itself barely lingers on through separately controlled areas that are attempting to stabilize by joining together.

The majority of the group members have either become mercenaries, or deserted the Alliance entirely.

*Kills of Theodore de Silva and Roman Palokakov discluded for killings involving the forcing of suicide after both targets realized that STO had infiltrated their position--STO refused credit for the kills themselves.
