Formed around just around the time that Modern Humans started to appear on Earth. This government controls the Kali and the many planet governments in the Exroth and Calige systems. The main branch of the government is the Authoritative Branch, a branch similar to the US Senate. There are 685 representatives from each of the planets the Kali inhabit.

Their military is massive, consisting of about 7 Billion and with a Navy that controls a fleet of 20,000 ships. Conscription is a law in the UR, requiring all males of age 150 serve thirty five years in the Kali Military. Serving in the military allows a Kali to gain Citizenship, and in turn the ability to vote for representatives of their planet, and people in the various departments of the UR.

They maintain the Archos Network, a network that allows for FTL data transmission. This became necessary with the development of FTL travel and the resulting expansion.

The UR has no political connections with the Citadel, due to the Kali never finding the Mass Relays they passed over. Several Mass Relays lie only a few thousand AUs from Kali Territory.
