It's headed by a Head Agent, who also plays a part in government affairs. He is able to run for political office, and is also a major voice in political meetings. He is the highest influence on the security, and also greatly influences the government, itself.

There have been rumors that the Head Agent is allied with Terra Firma, but these rumors have been dismissed by the Security Agency and the government. Many people believe that the amount of power given to the ESA makes them corrupt, but nothing has been done to lower their power, since nothing has gone wrong since the Agency has been set up.
