Voice 1:"Welcome, Ty-"

Voice 2:"No names. High Command doesn't pull Turian biotics off active duty for a 'chat'. I want to know why."

Voice 1:"All in good time. You are aware that the Cabal teams do more than just fight on the frontlines?"

Voice 2:"There are rumours..."

Voice 1:"They're more than just rumours. Everyone has intelligence teams. The Salarians and their STG teams. Asari Commandos, Spectres, even the humans are rumoured to have a black-ops group called 'Cerberus'."

Voice 2:"And us?"

Voice 1:"We long ago disbanded our intelligence networks when we joined the council."

Voice 2:"So why are we having this conversation?"

Voice 1:"We never disbanded our counter-intelligence network."

Voice 2:"Are you saying-"

Voice 1:"There is, and always has been, another layer below the intelligence network. The galaxy has never been as unified as the Council has always wanted. Everyone has always been spying on each other, even after joining the Citadel. We all have our dirty secrets."

Voice 2:"I'll bet. So you 'protect' Turian interests?"

Voice 1:"Not quite. We also protect everyone else's."

Voice 2:"But you just said-"

Voice 1:Not long after we joined the Council, a group of Salarians and Asari came to us with sensitive documents that would have drastically reduced galactic opinion of Turians. They recovered them from all sorts of rogue elements. Pirates, Krogan warlords, even a STG team."

Voice 2:"Why?"

Voice 1:"They were the result of the collaboration between the now defunct League of One and an Asari Matriarch. Their mandate was to protect the Citadel races from each other, to prevent tensions from ever getting out of hand. To work behind the scenes and with limited resources.

Each of the council races works independently of each other. Whenever one group gets information that could potentially destablise the status quo, we commit agents and resources to fix it. The decentralisation works quite well, preventing leaks and discovery."

Voice 2:"So we work apart yet together? What does this have to do with me?"

Voice 1:"Your talents, personality and suitability. Being in a Cabal team helps in classifying your information. Being a biotic allows us to "dishonourably" discharge from service and provide a background. You're an unorthodox thinker and lastly, you're loyal."

Voice 2:"I have no choice, do I?"

Voice 1:"You did have a choice. You made it when you stayed on in the Cabal teams. You made it when you returned for a second tour of duty. You made it when you protected your commanding officer's drinking problem. You made it when you walked through that door."

Voice 2:"..."

Voice 1:"Well?"

Voice 2:"I'm in."
