It's related to the number of posts you make... the more posts, the higher your number of pips.

The default post levels are:
0 Raw Recruit 0-24
1 Scout 25-99
2 Battle-Brother 100-249
3 Sergeant 250-499
4 Veteran Sergeant 500-999
5 Captain 1000-4999
10 Primarch 5000+
I forgot about the last one because no one has reached it yet... :D
And yes, if you change to a donating (i.e. yellow) group, you can choose your own title.
