Formation:

1 the Emperor
2-18 Primarchs ( 0-1 Lion El'Jonson, 0-1 Fulgrim, 0-1 Perturabo, 0-1 Jaghatai Khan, 0-1 Leman Russ, 0-1 Rogal Dorn, 0-1 Konrad Curze/Night Haunter, 0-1 Sanguinius, 0-1 Ferrus Manus, 0-1 Angron, 0-1 Roboute Guilliman, 0-1 Mortarion, 0-1 Magnus the Red, 0-1 Horus, 0-1 Lorgar, 0-1 Vulkan, 0-1 Corax, 0-1 Alpharius)
0-2 Custodes Retinues

Points cost: 2000 + models.

Special Rules:

Brotherhood of Heroes
The Primarchs and the Emperor must deploy or Deep Strike in unit coherency and must remain so for the rest of the game. The Custodes Squads must remain within 12" of the Emperor. The entire formation counts as one squad for shooting purposes.

Defend our Primarch!
If a Primarch or the Emperor reach 0 wounds, do not remove them from the game. Instead, place the model on its side. This represents the gravely wounded Primarch or Emperor. Count the model as a Vital Objective for both sides.

Guardians of the Emperor
If the Emperor is within 6" of a Custodes Squad, he may not be targeted in the shooting phase. This represents the Custodes protecting the Emperor, and does not apply against blast or Strength D weapons.

Teleport into the Fray!
The entire Brotherhood of Primarchs, including the Custodes, may choose to Deep Strike in turn 1 instead of deploying normally. The Emperor counts as a teleport homer and will not scatter.

Grand Strategy
The Brotherhood of Primarchs gives the following stratagems:
Orbital Bombardment
Scheduled Bombardment
Careful Planning
Surgical Raids

The Emperor Walks Among Us!

All Imperial units (Space Marines, Sisters of Battle, etc.) of the side that owns the Brotherhood of Primarchs have the Fearless USR as long as the Emperor is on the table, as long as he is not reduced to 0 wounds, and if he is reduced to 0 wounds, must take a Leadership test at -2 or fall back.

The Emperor and Custodes use the rules here.

THAT would be a fun game. Get a 10,000+ point traitor Guardsmen army and have em face the Primarchs and the Emperor. PRAISE BE TO THE EMPEROR.

Nobody else knew that, though, so presumably if the Emperor ordered the deployment of this squad then only one of them would show up. ;)
