All you've gotta do is go to an imagehoster, such as Tinypic (This is obviously recommended for smaller images....), Imageshack, or Photobucket (For Photobucket, it's required to make an account, but the pro about that is that if you upload an image, it'll be saved to your album.).

Secondly, click the button that says "Browse." Search for the file you want to load, then press "Upload." Once it's finished uploading, it'll give you a list of URLs to pick from.

Let's see... if you were to use the image for a forum, then my recommendation would be to copy & paste "E-Mail and IM" (However, it could also probably say something like, "URL to Image"), "Direct Link", or the "IMG URL" codes. For websites, use the HTML code~

Hope I helped any~

Edit: However, you could also use the "Add Attachement(s)" button usually located at the bottom of the "New Post" or "Posting New Topic" screen. However, I don't really think this is enabled for ALL of the forums on the board....
Oh well. It's just highly recommended that you use image hosters. It allows you to have more than one image on a post at a time, and saves the forum's disk space. ;P
