Heres a few simple i have done. Mainly through Paint.Net. Yeah im not a great siggy maker, i just do them for fun. ^_^

The Charmy sig its ok, but the sprite at the right looks kinda weird :wacko:
I like the effect in rouge's one, it could use a background though. Aside from that, they are good

Paint.Net should have the tools you need. I have heard it is similar to photoshop. Also, you might want to have a border around them.

Simple. Select your whole image and if there is this option go to EDIT/Stroke and make it how you like it.

Not feeling the stock. See the white edges around his hair? Use the blur tool and blur it not to be noticable. There are also some white dots around his eye in the black.
