Umm, if you mean start a thread, which i don't think you do, you can't.

If you mean post a reply, then you have to have 20 posts before you can post in there. This was implimented to prevent loads of new spinners spamming the naming committee with questions that can easily be answered elsewhere or that have already been answered.
