when you notate a Charge, say "Charge 23", does that refer to one revolution so that if i wanted to do 4 revolutions and move it it'd be "Charge 23-> Charge 23->Charge23->Charge23->Sonic23-12"? or is there an understood amount of revolutions for just "Charge23"?

Charge 23 only refers to the fingers used. Multiple rotations count as Continuous Charge 23.

I don't remember the last time I saw mutliple Charge rotations in a combo, it is usually an in-between trick to either add more rotations or to make a transition easier from one trick to another (ie... Sonic 34 > Charge 23 > Inverse Sonic 23).

In most combos, one or two Charge rotations are usually seen. One rotation is usually just as easy as fifty. For short hand, you could state something like...
Sonic 34 > Continuous Charge 23 (5 rotations) > Sonic 23

I'm sure the proper way would be Charge 23 > Charge 23 > etc...
considering that a single rotation counts as a trick.
