It's hard to get such a number of judges, and also a great amount of work to be constantly having to find judges, get them to score and collect in results, as well as it being a lot of work for the judges to score so many videos all the time. Polls are much easier. One would also say that, since it is members of a pen spinning forum who are voting, rather than the public in the true sense, the results will reflect the better video anyway.
