Title: Pm Problem

I need to send a trade partner a message to see if he received his pens yet, but when I try to send the message to him it says:
"This message can not be sent because the recipient does not have permission to use the personal messenger.
This personal message has not been sent"
I can send messages to other people, but not him. Please help.
