No they're not.

I would have to agree, it may be a good idea just for now to have a welcome area for new members to the community being that this is a "fake forum" the noobs may need to know whats going on an a welcome forum will also be a good place for peoples to get to know each other. besides it will clean up tokyo central a little with less "Hello" posts like i had to make cause there was no welcome forum.
